It is difficult in looking at the above IQ numbers not to conclude that race is an important factor in average intelligence.   The populations of Argentina and Uruguay are mostly from European countries like Spain and Italy (IQ of 102).   At the other end of the scale, Haiti and Jamaica are mostly populated by blacks; they show IQ's similar to west Africa, from where they came as slaves.  While educational opportunities in Latin America are quite unequal, that does not much affect IQ, which is largely fixed before a child goes to school. 

The chart below shows how several US  Latino groups score on SAT's, compared to other ethnic groups.  Leading psychologists find SAT scores are a good measure of relative IQ's.

Latino and World economies (presented by Alex of Iskinder@aol.com)

Since 2001 Mexico's economy is the largest in the region and their per capita income grown each year and its poverty diminishing to 26 million, of which only 10% are in extreme poverty (non-Spanish speaking person most of them)...At this moment Argentina's per capita income is lower than Mexico's and with a huge percentage of its population in poverty (about 60%, of which 15% are in extreme poverty) Note Mexico's 9th place in the world below:
